Nine Years of CETA
A Reminder About Diversification
September 21 marked the ninth anniversary of CETA, the Comprehensive Economic and Trade Agreement between Canada and the European Union.
When CETA was negotiated and implemented, one of its strategic objectives was to help Canada diversify its exports beyond the United States. In today’s context, that objective feels particularly relevant.
CETA was also designed to position Canada between two major economic markets: North America and Europe. That remains a distinctive advantage. The United States, notably, does not have a free trade agreement with the European Union, while Canada has preferential access to both markets.
Diversification matters. At the same time, Canada’s economic relationship with the United States remains its most natural and important trading relationship. Strengthening ties with Europe should complement that relationship, not be understood as a replacement for it.
The longer-term challenge for Canada is therefore not to choose between the United States and the European Union, but to build the capacity to engage meaningfully with both.
That means strengthening Canada’s economic sovereignty and resilience by avoiding excessive dependence on any single market. It means preserving choice and creating the ability to respond to changing economic circumstances from a position of greater independence and strategic autonomy.
Nine years after CETA entered into force, its broader lesson remains relevant: Canada’s strength can lie in its ability to connect North America and Europe while maintaining the flexibility to engage with both.
In an increasingly competitive global economy, that balance could be one of Canada’s most distinctive strategic advantages.
